Looking east

 

'Hamburg is looking east and seeking discussion about new angles for development. Following the enlargement of the inner city with HafenCity and the revitalization of the Elbe Islands and Harburg Inland Port with the Leap Across the Elbe, we are now making a third big push to bring the urban areas upriver in eastern Hamburg closer to the city again.' As part of the 'Upriver along the Elbe and Bille' concept (Stromaufwärts an Elbe und Bille), the Billbrook subdistrict and its industrial area are to undergo a process of modernization.

 

This has triggered discussions about development perspectives for Billbrook. The economic dynamism of the site is to be further strengthened, generating modern, sustainable jobs. New companies should be attracted to the industrial and commercial areas of Rothenburgsort and Billbrook through profiling and the provision of better urban features, so that the Billbrook/Rothenburgsort industrial area can also become a magnet for modern industrial enterprises.

 

In spring 2015 the Ministry for Economy, Transport and Innovation commissioned the HWF Hamburgische Gesellschaft für Wirtschaftsförderung and IBA Hamburg GmbH to devise a plan of action for the modernization and revitalization of the Billbrook/Rothenburgsort industrial area. The aim is to ensure the continued existence of the current enterprises, while also creating opportunities for expansion. Job-rich companies in sunrise industries that offer high added value are to be introduced to the area. The plan of action will be available in late May 2016. It will provide recommendations for the future development of the Billbrook/Rothenburgsort industrial area and is being put together with input from businesses and local stakeholders.

 

The action plan will address the following key themes:

  • Infrastructure and Mobility
  • City planning and Public Space
  • Communication and Participation

 

An interdisciplinary team works in a project office based onsite. The team includes the district manager, Georg Seeck, who maintains contact with the local companies and is in charge of integrating people from public housing into the local job market. The Billbrook Steering Committee holds regular meetings in the context of generating the action plan. Its members include representatives of the authorities involved, the  District Office Hamburg-Mitte, the Industrial Association Hamburg as well as representatives of the Hamburg Chamber of Commerce, the Hamburg Chamber of Crafts, the Billbrook District and local businesses.

 

 

Climate protection concept

 

In addition to this, a climate protection concept is currently being drawn up for the Billbrook/Rothenburgsort industrial area. The aim is to take stock of the area's consumption of energy and resources, produce a greenhouse-gas balance sheet, identify potential opportunities for climate protection and draw up a list of specific measures. Each step in the process is to be carried out in close collaboration with resident businesses and landowners.
