Project Structure

 

 

Education does not only take place at school, but also in the family, at the children's day care centre, during leisure hours, at the youth centre, on the job and in one's residential periphery. In today's knowledge society, the individual is increasingly required to make use of and expand his/her educational potential. With the improvement in educational opportunities and places of learning, including those outside the schools, the educational opportunities and potentials of the residents of an urban district can be markedly improved.

 


The points of departure for the Elbe Islands Education Drive (BOE) are instances of cooperation - often existing already - between school, youth aid, children's day care centres, initiatives and enterprises. Ambitious participants are at work; networks exist there, even if many have especially arisen through "chemistry and chance" between the participants. 


The aim of the BOE is to systematically and very concretely network the work of over 100 facilities. All facilities have first developed profiles in several workshops and subdivided into three subregions (Veddel, Reiherstieg, Kirchdorf), because "an Elbe Islands Education Drive can only start with everybody involved" (motto of the inaugural event in September 2006 with approx. 250 participants). Thus the very concrete and mutually demanding relationship  of "bottom-up" and "top-down" is formed, from the local educational participants to the management board composed of the office heads of all specialist agencies, the district and the IBA (International Building Exhibition).


In all cases, the IBA takes on the function of a catalyst for the necessary cooperation of the specialist agencies, at times ensuring the start-up financing of projects.

 

 

Committee Structure

Steering Group                                                                                                   

The steering group makes decisions concerning questions that are decisive for the realisation of the project. It makes decisions regarding priorities of content and space within the framework of the concept and concerning the use of funds from the corresponding budgetary forecasts. It is responsible for the clarification of all questions between authorities that cannot be clarified on the working level. The steering group meets four times a year and whenever needed.


Project Group

The project group is responsible for the project development and control. It coordinates the contents of the concept of the BOE within the given specialist authorities and with the district office as well as the youth welfare committee, also controlling the updating and realisation.  It sets up schedules and plans for measures to be taken, also ensuring the provision of financial resources in the corresponding department. It prepares the meetings of the management board. The project group meets once each month.


Core Groups                                                                                                        

Each subregion (Veddel, Kirchdorf and Reiherstieg) has a core group. The core group is delegated from the plenum of all facilities of the subregions, and is composed of approx. 5-10 representatives of the local facilities. The core group takes on the function of the content control of the Elbe Islands Educational Offensive in the corresponding subregion. The extensive experience that has so far been gathered in the core groups could now flow into the Regional Educational Conferences that have been set up all over Hamburg.


Network Management and Coordination Groups of the Education Centres      

In order to fill the individual education centres with vitality, there is in each case a network management that is necessary for the vitalisation of the corresponding centre.

The objective is to set up additional coordination groups composed of representatives of the most widely varied facilities. These are facilities that are represented in new education centres in each case with their offers. Together they continue to develop the new education centres in terms of content and concept.

The coordination groups meet once a month.


Elbe Islands Regional Educational Conference

At the end of the IBA (International Building Exhibition) in 2013, the previously created structures of the educational landscape on the Elbe Islands are to merge into the Elbe Islands Regional Educational Conference (RBK). The RBK is a good possibility to continue the work that has been begun over the long term. The establishment of so-called regional educational conferences in anchored in the education act in Hamburg. The objective of the educational conferences is to ensure educational, advisory and training opportunities in the region orientated towards the needs of the residents, to interdepartmentally network the forces and energies in the areas of education, counselling and training within a region, and to continue developing and supporting the structures for education-related transitions in the CVs of the citizens. The educational conferences bring together the participants in the educational field, thus creating the conditions for supporting, efficiently and over the long term, lifelong educational processes.


Financing

The financing of the investments and personnel costs for the realisation of the project must be ensured in the corresponding specialised authorities. External specialists for the support of the development and realisation of the concept are appointed with the agreement of the IBA Hamburg GmbH. The IBA Hamburg GmbH is responsible for the communication and public relations work on the international level as well.



Evaluation

The quality of the concept to be developed must be guaranteed, and a later success control made possible, with a formative evaluation accompanying the process. The strategic approaches, sustainability and measurable qualitative and quantitative results of the concept of the educational offensive must be evaluated during the development whilst being advised.
